On October 28, OpenAI did what its own billing structure said it wouldn't: it merged the subscription and the API bill. Eligible ChatGPT Pro and Business subscribers can now claim $100 to $500 per month in API credits, announced by @OpenAIDevs and added to OpenAI's API changelog the same day. [OpenAI Developers (@OpenAIDevs) on X, Oct 28, 2026; OpenAI developer documentation, "API credits for ChatGPT subscribers," read Oct 29, 2026]
Three weeks earlier, Anthropic did almost exactly this — $100/month on Max 5x, $200/month on Max 20x, $20 per Standard seat and $100 per Premium seat on Team, pooled and capped at $500. OpenAI copied the Team formula to the dollar, then went one step further at the top: its $500 Pro tier gets $500 in credits, where Anthropic's most expensive Max plan stops at $200. The fence between the two meters is gone at both labs now. What differs is only how high it goes.
The headline numbers
| Plan | Subscription price | Monthly API credit |
|---|---|---|
| ChatGPT Pro, $100 tier | $100/month | $100 |
| ChatGPT Pro, $200 tier | $200/month | $200 |
| ChatGPT Pro, $500 tier | $500/month | $500 |
| ChatGPT Business, Standard seat | per seat | $20 per paid seat |
| ChatGPT Business, Premium seat | per seat | $100 per paid seat |
| ChatGPT Business workspace cap | — | $500/month pooled |
| ChatGPT Free, Go, Plus, Enterprise | — | $0 — excluded |
On Pro, the credit equals the subscription price dollar for dollar, exactly as Anthropic's Max credits do. On Business, the cap bites fast: a workspace hits $500 at 25 Standard seats or 5 Premium seats — past that point, each additional seat adds nothing. A 10-seat Standard workspace gets $200 ($20 per seat); a 100-seat Standard workspace still gets $500 ($5 per seat). Business workspaces that prepay annually get the whole year's credit in one grant, capped at $6,000, expiring at the end of the annual cycle. Monthly grants expire at the end of the billing cycle — no rollover, and free credits are spent before purchased ones.
What the credits buy, at list API rates
| Model | Input / Output per 1M | $100 buys (input) | $100 buys (output) | $500 buys (output) |
|---|---|---|---|---|
| GPT-6.1 Terra | $1 / $5 | 100M tokens | 20M tokens | 100M tokens |
| GPT-6.1 Sol | $2 / $10 | 50M tokens | 10M tokens | 50M tokens |
| GPT-6 Luna | $0.10 / $0.50 | 1B tokens | 200M tokens | 1B tokens |
| GPT-6 Astra | $10 / $50 | 10M tokens | 2M tokens | 10M tokens |
The credits cover the Responses API, the Agents API (including OpenAI-hosted sandboxes), the Decisions API, the Images API, GPT-Live and the Realtime API, plus built-in tools (web search, file search, Code Interpreter) and storage. The one carve-out that matters: Codex usage through API keys is not covered, and the credits don't raise ChatGPT's or Codex's app usage limits. This is an API budget, not a bigger app allowance — the same shape as Anthropic's exclusion of Claude Code from its credits.

The eligibility fine print
The subscription must be paid, active, and at least seven days old — free trials and complimentary subscriptions don't count. The person claiming must own both the ChatGPT subscription (or Business workspace) and the API organization receiving the credits, and both accounts must use the same email address. Credits land in a single linked API organization; switching organizations requires contacting OpenAI support. Drop to Plus, Go, or Free — or move a Business workspace to Enterprise — and the link is removed at the end of the billing cycle. Cancelling stops new grants without clawing back credits already issued. OpenAI gives no end date for the program: grants continue only "while these benefits are available."
What to do about it
If you're a heavy user (the person this hits): this is the second meter merger in three weeks, and it changes the same decision twice. If you already pay for a Pro subscription and a separate API balance, the first $100–$500 of monthly API spend just became free — pull your last 90 days of API spend and cancel the prepaid top-up you no longer need. On the $500 Pro tier, that is $6,000 a year of API value riding on a subscription you were already buying.
If you're a light Pro user paying for headroom: your unused allowance was already sunk cost; now a slice of the subscription is convertible. Point the credits at the API workloads you wouldn't have funded separately — a prototype app, a background agent, an eval harness. But don't budget against next month: unused credits expire, so a workload that needs $500 every month is fine, and one that needs $1,000 in a burst month is not.
If you run a Business workspace: do the seat math before you add seats for the credit. The $500 cap means seats 26+ on Standard (or 6+ on Premium) buy app access only — no extra API value. A small team gets the full per-seat value; a large one gets a rounding error per seat. And if you prepay annually, the $6,000 lump grant is a use-it-or-lose-it annual budget, not twelve monthly ones — plan the year's API work against it, or it evaporates at cycle end.
If you're on Plus: you get nothing, at either vendor. Plus ($20) and Claude Pro ($20) are the two plans left out of both credit programs. The line both labs have now drawn is consistent: $100/month is the entry price for a subscription that converts into API money.
Open gaps: OpenAI publishes no uptake figures, no cost figure, and no guaranteed duration for the program. The credits don't cover Codex via API keys, and they don't change app limits — anyone modelling this as "Pro, but bigger" will overcount. Treat the credit as a monthly API budget with a hard expiry, and re-check the docs before building a recurring workload on it.
